Kamath//// When will the UPA government of India wake up and tell Pakistan more than in plain words that enough is enough and that in future it will not take violence lying down? //// Following the devastating earthquake that shook large parts of Jammu & Kashmir it was proclaimed that hundreds of jihadis were killed and that cross-border terrorism can now be expected to lessen considerably. India for a time continued to live under that illusion. But the situation has changed drastically. There has been a spurt of violence. Instead of lying low, the militants—they should be called criminals and murderers—have become active and have even changed their tactics, giving sleepless nights to security forces. //// It began on October 18 when the criminals barged into the high security zone of Tulsi Bagh and stormed the residence of Minister of State for Education, Ghulam Nabi Lone, killing him at point blank range. Then, on October 26, criminals detonated a massive car bomb at Umarabad, Zainakote, killing three Border Security Force soldiers and injuring 22 others. On November 2, when the stage was set for Ghulam Nabi Azad to take over, under an earlier agreement, as Chief Minister of the State, criminals again struck at Nowgam, killing six people and injuring 18 others. Two days later the criminals again struck—this time in a fidayeen attack on a CRPF camp killing two jawans and two civilians, besides injuring 13 others. //// One would have thought that the criminals would thereafter take a break. They did nothing of that sort. Within 18 hours, they struck again and detonated a massive car bomb at post TRC, this time killing three people and injuring 50 others. And, believe it or not, just two hours after that, they again attacked a convoy at Awantpura killing two CRPF jawans and injuring two others. On November 15, three persons were killed and around 60 others, including eight policemen injured as criminals lobbed a grenade during a public meeting of senior PDP leader and former minister, Ghulam Hassan Mir, who escaped with minor injuries.//// The situation has changed drastically. There has been a spurt of violence, instead of lying low, the militants—they should be called criminals and murderers—have become active and have even changed their tactics.//// And no doubt this terrorisation will continue unabated for months more. All that the Government of India seems capable of doing is to say, as Prime Minister Dr Manmohan Singh said, that there is a "trust deficit" between India and Pakistan, that is some consolation. That deficit increased further when criminals exploded a massive car bomb outside the corporate headquarters of J&K Bank close to the Tourist Reception Centre in Srinagar, killing three persons and injuring 50 others. Included among them is Usman Majeed, a former minister in Mufti Mohammad Sayeed's cabinet. Several mini-buses were damaged in the process.//// Question: When will this stop? According to the 9/11 Commission on Terror Attacks in the US, an American body, Pakistan continues to be a sanctuary and training ground for terrorists, including those operating in Kashmir. The commission bluntly asked Washington to pressure Pakistan President Musharraf to stop the menace. Claiming that Musharraf has made "significant" efforts to take on the threat from extremism, the commission nevertheless said: "Yet we are disappointed that he has not done more. Terrorists from Pakistan carry out operations in Kashmir..."//// Chairman of the commission, former Congressman Lee Hamilton said Musharraf has not lived up to his promise to regulate the madrasas properly and that "finally, the result of promised democratisation efforts are yet to be seen". The commission in its report said the US must pressure Pakistan to seal its borders, disrupt the insurgents' efforts both in Pakistan and in Kashmir and shut down Taliban-linked religious schools and training camps. But no one with any knowledge of what is happening in Jammu & Kashmir will believe that mere " bringing pressure" on Islamabad will do the trick. Action has to be taken and the sooner, the better.//// In the first place Washington must be told in no uncertain terms that India will no longer put up with violence and will take military counter-measures as and when it is called for. India must demand the following (a) Disbanding of the Inter-Services Intelligence (ISI) with immediate effect (b) Dismissal of known jihadi forces—right from generalship down to the jawans—in the Pak Army within three months (c) Repatriating all foreign students studying in madrasas at once and (d) Dismantling of terrorist-training camps under international supervision, wherever they are and under whatever guise.//// The United States must take over Pakistan, as it has taken over Iraq, to show that it means business. If the United States can tell blatant lies about Iraq's accumulation of weapons of mass destruction (WMDs) and wage war against Baghdad, it surely has valid reasons to wage war against Pakistan.//// At the same time states like Saudi Arabia and other Middle-East and African countries must be warned that their financial assistance to jihadis will have to stop. India must reserve the right to bomb these tracts of land used for terrorist training after giving due warning. Delhi must make it clear to Washington that it has no desire to acquire even a single square inch of Pakistani land, and that if it starts military action, it is solely to safeguard the lives and properties of innocent Indian citizens, of whom the latest victims were citizens of Delhi. Washington must also be told in clear terms that India does not consider Jammu & Kashmir a disputed territory. If there is any disputed territory it is Pakistan itself. //// There are enough commentators in India who think that this is no time to interrupt the "peace" process and that come what may, peace talks must continue to be held, no matter what price innocent people are currently paying. This is fooling ourselves. Either Musharraf is a full-blown liar, or he is in no position to handle his own Army. In either event, he has no business to stay in power. The United States must take over Pakistan, as it has taken over Iraq, to show that it means business. If the United States can tell blatant lies about Iraq's accumulation of weapons of mass destruction (WMDs) and wage war against Baghdad, it surely has valid reasons to wage war against Pakistan but to dismantle its military structure. The people are increasingly getting tired of military rule in Pakistan and want to be delivered from the Pakistan Army's monopolisation of all jobs, civil included. The US must guard Pakistan's nuclear establishments without further ado.//// The US has done enough mollycoddling of the Pakistan Army. It must be put in its place—and that is Washington's first duty, which it must fulfil with immediate effect. No serious person in India wants war but if Pakistan keeps goading India, the latter must accept the challenge. We need a war to end all wars and to tell the jihadis that India means business. There has to be a limit to India's patience. The people of India have been taken for a ride for long enough. Either the United States is with us or it isn't.
