By God, or better, By KORAN, he is dead set against the Hindus since KORAN encourages, even commands, him to go after the Hindu and his daughter. That is JEHAD, his mandatory duty.

MUMBAI: A coalition of human rights outfits has launched the 'Justice for All Campaign' to press for the tabling of the bill to tackle communal violence in the winter session.
The campaign aims at sending a lakh postcards to the PM demanding the tabling of the Prevention of Communal and Targeted Violence Access to Justice and Reparation Bill 2011. Actor Rahul Bose launched the effort, signing the first postcard.
Convened by activist Teesta Setalvad, the campaign includes former Bombay Catholic Sabha president Dolphy D'Souza, Maulana Daryabadi and advocate Yusuf Muchhala. tnn
The campaign brings into sharp focus the ceaseless stream of communal riots that have plagued the country over several decades, such as the Nellie massacre in 1983, the ant-Sikh pogrom in 1984, the Gujarat genocide in 2002 and the recent made-to-order Muzaffarnagar riots.
Setalvad quoted a senior IPS officer who has said that no riot can continue beyond 24 hours unless the state wants it to. She points to a clause in the Bill, currently not present in existing laws, which holds public servants accountable for their role in stoking communal violence as well as the dereliction of their duty during communal violence.
The Bill also has a nuanced view of the word minority. One's identity as part of the majority or minority community can differ from state to state. Pandits may be a minority in Kashmir while Christians may be a minority in Orissa. The Bill also looks at linguistic minorities.
"Everyone believes that the state will protect them. But when the state administration turns its back on a community and does not ensure religious freedom, what does nationalism mean?" asks Bose.
Setalvad points out that this does not have to be the last or final version of the bill, which can be debated and further nuanced before it is passed. "What want the Bill to be tabled in parliament, so that it does not die before it is born," she adds.
What's new about the Communal Violence Bill
The bill holds public servants accountable for their role in communal violence. A police officer who does not register the complaints of a victim can now be held directly accountable under this law. It also furthers the ambit of what falls under sexual violence. The bill has also specifies relief and compensation to be given to victims of communal violence.
