This is one of the way the Muslims want to take over the world - through their dick, the fun way. When the rest of the world are worried of Out of Control Population Explosion,
the Muslims are looking at it as an opportunity. Go to non- Muslim countries and multiply yourself. Marry local women and convert. They get paid money from Saudi Arabia per child produced. When they marry a Hindu girl, they get paid money by the Mosque and by the State Government also. This is the pathetic condition of India. Not much has changed from the time BJP took over.

The answer to your question, "How do you enforce the control?", is HOW THE CHINESE CONTROL POPULATION AND THE MUSLIMS!
NB: Where the Muslim NUMBERS are not controlled, OR THE KORAN NOT AMENDED (to take out the "incendiary/inflammatory" separatist clauses), there riots break out on daily basis, civil wars start, more abductions, militant terrorist organisations like Al Shabab, Al Qaida, Taliban, Hizbutahrir and "Ghazwa-i-Hind" come into being, more "love jehad", more cases of rape, more forced or induced CONVERSIONS, more mixed marriages in the pattern of macho Muslim groom, timid Hindu bride, and finally, "Jahils (BARBARIANS) overwhelm the CIVILIZED", and we see PARTITION OF THE COUNTRY IN POOLS OF BLOOD, producing tens of millions of refugees, widows and orphans scattered across the world (like the NRI's who will do anything to ELIMINATE, not just reduce, the Muslims in Partitioned India!).
Finally, it must be said regretfully, that “BHARAT IS DOOMED!”
Because NONE in Bharat sees the problem if they cannot see PARTITION but only ”Independence”!

There is mounting apprehension in Northern Ireland where the Catholics are expected to be MORE than the Protestants at the next census. (NB: The island was partitioned in bloodshed like INDIA between the Catholics and the Protestants.)

What is it in 2011 census - 0ver 14 percent.

I understand that you believe that Muslims do family planning and believe in not having too many children.
I disagree with you.
I pass by the WOMEN & CHILDRENS' WING of JAYANAGAR HOSPITAL located in 4-th T-Block, Jayanagar, Bengaluru-560041, during my visit to SBI, near by.
I notice that young pregnant Muslim ladies waiting to enter the WING tag along 3 to 4 children with them. These women could be in 20's. Also, I see older pregnant Muslim women hanging out to beat the queue system.
Muslims appears to form about 15 % in the locality. But, the pregnant Muslim women at this Hospital Wing form more than 40 % of the total Pregnant women including Hindu pregnant women trying to get medical attention.
Muslim pregnant women are usually larger in numbers disproportionate to their population numbers.
In the 4-th T-Block, there is park in the Genesh Temple. The park has Play facilities provided for children.
Muslim children using these facilities out number other children.
Muslims do not believe in getting their children educated. They put young boys to work and do not let them to go to school. It is a tragedy. Poverty is a consequent result. Muslims do not believe in getting girls educated. it is a shame.
But, In Bengaluru, there are many, many rich Muslims owning properties in the core business district, dominate transportation industry in Karnataka and son.
Sir, despite your Research and Analysis, I request you to promote family planning among Muslims-particularly hard core Muslim men who believe in out numbering Hindus in India by 2045.
Hon. Nehru Ji and Mahatma Gandhi Ji made a mistake in allowing Muslims to stay in India, when the Country was partitioned on the basis of RELEGION. Forgive me for this comment. No doubt that most Muslims are devoted to India.
Mr. OWAISI and his clan from HYDRABAD will bring unrest to India due to their politics. Mamata Banergee, Kerjiwal and Rahul Gandhi have made Muslims as their VOTE BANKS.
Farook Abdulla and other are not helping to keep the Country United.
Please, consider the real situation on the ground.
